To develop a case dataset of maritime accident reports, 530 publicly available maritime accident investigation reports occurring between 2011 and 2020 were collected from the official websites of the following authorities: China Maritime Safety Administration (MSA), United States National Transportation Safety Board (NTSB), UK Marine Accident Investigation Branch (MAIB), Swedish Accident Investigation Authority (SHK), Australian Transport Safety Bureau (ATSB), Japan Transport Safety Board (JTSB), and Republic of Korea Maritime Safety Tribunal (KMST), to establish a database of unsafe crew behaviors. Subsequently, the collected maritime accident reports were screened and curated, with those involving vessel accidents such as fishing vessels and tugboats, as well as accidents caused by pilot errors, being excluded. Ultimately, a total of 356 maritime accident reports were utilized for the theoretical analysis of disaster causation associated with unsafe crew behaviors.
