海事事故报告案例集

海事事故报告案例集构建过程中，从中国国家海事局（MSA），美国国家交通安全运输委员会（NTSB），英国海事调查局（MAIB），瑞典事故调查局（SHK），澳大利亚交通安全运输委员会（ATSB），日本运输安全委员会（JTSB），韩国海难安全审判院（KMST）的官方网站中，收集了自2011年至2020年发生的530起公开海上事故调查报告建立船员不安全行为数据库。将收集到的海上事故报告进行筛选与整理，把渔船、拖轮等船舶事故以及由于引航员失误所导致的船舶事故剔除。最终，共计356份海上事故报告用于船员不安全行为致灾理论分析。

During the construction of the maritime accident report case dataset, 530 public maritime accident investigation reports issued between 2011 and 2020 were collected from the official websites of China Maritime Safety Administration (MSA), U.S. National Transportation Safety Board (NTSB), UK Marine Accident Investigation Branch (MAIB), Swedish Accident Investigation Authority (SHK), Australian Transport Safety Bureau (ATSB), Japan Transport Safety Board (JTSB) and Korea Maritime Safety Tribunal (KMST) to establish a database of crew unsafe behaviors. The collected maritime accident reports were then screened and curated, with cases involving vessel accidents such as fishing vessels and tugs, as well as accidents caused by pilot errors, excluded. Ultimately, a total of 356 maritime accident reports were retained for the theoretical analysis of the disaster-causing mechanism of crew unsafe behaviors.
