Investments in Puget Sound’s restoration necessitate actions that benefit habitats and species long-term. Research indicates large overwater structures, like ferry terminals, negatively affect nearshore habitats, altering the ecosystem and hindering juvenile salmon migration. However, the effects of smaller overwater structures (SOWS), such as docks, are less studied. While SOWS support recreation, concerns arise about their potential to disrupt nearshore restoration similarly to larger structures. Conversely, their smaller size might mean minimal or even beneficial impacts. This uncertainty has led to their exclusion from restoration discussions. Understanding the interaction between SOWS and nearshore processes is crucial. It may inform project design, mitigation needs, and introduce dock removal as an underutilized restoration strategy. For example, a Salmon Bay study showed SOWS removal significantly aided beach restoration for juvenile salmon. In this instance, without removing the SOWS, the broader beach restoration would have provided fewer benefits to juvenile salmon. Conversely, SOWS might positively influence nearshore ecology. Divers report some SOWS promote kelp growth, which is vital given the region’s kelp decline. Docks could also mimic natural features, providing migratory habitat for juvenile salmon. Thus, in certain contexts, SOWS may support restoration on impacted shorelines. Our study aims to clarify the effects of SOWS on Puget Sound’s ecology. If SOWS disrupt key nearshore processes, our findings will guide project planning and execution to bolster restoration outcomes. This aligns with ESRP’s mission to back capital projects focused on beach and delta restoration. Additionally, our insights could prompt agencies to revise standards for dock construction and renovation.
