This dataset was collected as part of a quantitative research study on the impact of leadership skills development on service quality in public administration in Kosovo. The data were obtained through a structured questionnaire distributed to 400 employees in public institutions, selected using Slovin’s formula.The dataset includes demographic variables (gender, age, education, position, work experience), leadership skills (communication, decision-making, emotional intelligence, motivation, flexibility and adaptability), and service quality dimensions based on the SERVQUAL model (reliability, responsiveness, assurance, empathy, tangibles). Responses were measured using a 5-point Likert scale.The dataset is anonymized and accompanied by a codebook describing each variable. It can be used for replication of the original analysis, secondary data analysis, comparative studies in leadership and service quality, and as a resource for research on public administration and organizational behavior in transition economies.
