Downtown Master Plan

The Downtown Master Plan is intended to reinforce historical design concepts and propose new actions for supporting City traditions. Intent: All downtown development is subject to the provisions of the Downtown Master Plan (DMP) and urban code to ensure that all new buildings contribute to the urban life of the city. The DMP urban regulations are organized according to five hierarchical groupings: (a) general development standards; (b) planning areas; (c) districts; (d) subdistricts; and (e) incentive regulations. In the event of a conflict, the most detailed regulation for the subdistrict shall take precedence. These urban regulations enable flexible building design by encouraging a variety of uses, heights, and forms. The urban regulations describe maximum development allowances. The ability to maximize these allowances, however, may depend on a number of factors including but not limited to: a. Other regulations of the Code of Ordinances. b.
