How the regulation affects the performance of environmental protection has always generated much attention among scholars. However, current studies on the effect of regulations on carbon emissions have generated inconsistent results, which is likely due to the narrow focus on one particular country/region and inconsistent definition of regulation. This study analyzed panel data obtained from the databased of World bank and quality of government institute (QoG) from 1996 to 2014, and considered the regulatory quality from World bank as a consistent measure for government’s ability to formulate and implement sound regulations, therefore offers a more comprehensive analysis. Countries were divided into different cohorts based on elements such as stage of economic development, political regimes and signing for and ratification the Kyoto protocol.
