The “Rural Excellence Poles” (PER) policy aims to address, on the one hand, a series of national challenges and priority ambitions for the State and, on the other hand, to recognise the specific role and services that rural areas are capable of delivering today.
—The procedure
A first call for projects “Pôles d’excellence rural” (PER) was launched by the Ministry responsible for spatial planning and by the Ministry responsible for agriculture and fisheries in December 2005 with the objective of supporting 300 local initiatives bringing innovative, ambitious, job-creating projects built around public-private partnerships. Faced with the dynamism of local actors, 379 projects were finally labeled in one year. In response to the success of the first call for projects, the Ministries of Agriculture and Rural Area launched a second call for projects on 9 November 2009: 263 projects were selected. In the end, 642 PERs were labelled by the State. An RIP must be linked to one of the following four themes: — promotion of natural, cultural and tourist resources; — valuation and management of bio-resources; — provision of services and reception of new populations; — technological excellence for industrial, craft and local service production. The implementation of the RIPs is monitored by a permanent secretariat, consisting of representatives of the Interministerial Delegation for Regional Planning and Attractiveness (DATAR) and the Directorate-General for Agricultural, Agri-Food and Territorial Policies of the Ministry of Agriculture, Agri-Food and Forestry. In particular, he is in contact with a correspondent in each prefecture.

——项目申报与认定流程
法国国土规划部与农业及渔业部于2005年12月首次发起"乡村卓越极(Pôles d’excellence rural,PER)"项目征集活动,目标是支持300个依托公私伙伴关系打造的创新型、前瞻性且带动就业的地方项目。面对地方行动主体的积极参与,最终一年内共有379个项目获得官方认定授牌。鉴于首次征集活动取得圆满成功,农业与乡村事务部于2009年11月9日启动第二次项目征集,最终遴选出263个项目。截至目前,法国国家共认定642个PER乡村卓越极项目。
所有RIP项目需符合以下四大主题之一:
1. 自然、文化与旅游资源推广;
2. 生物资源的开发与管护;
3. 公共服务供给与新人口接纳;
4. 面向工业、手工业与地方服务生产的技术赋能与卓越化提升。
RIP项目的实施由常设秘书处负责监管,该秘书处由区域规划与吸引力部际代表团(Interministerial Delegation for Regional Planning and Attractiveness,DATAR)以及法国农业、农食与林业部下属的农业、农食与领土政策总局的代表组成。该秘书处尤其会与每个法国专区的对口联络专员保持沟通。

RIP项目集群由单个市镇或部分市镇区域构成。所有数据均源自地方,由负责构成该已认定或拟申报卓越极的单个/部分市镇的地方工作人员依据本地实际情况录入,数据由DDT 19在法国国家地理研究院(Institut Géographique National,IGN)的carto bd地理数据库平台提交。
