REFORM PROPOSALS FOR THE SECOND CHAMBER OF THE PARLIAMENT IN POLAND MODELLED ON THE SOLUTIONS ADOPTED IN THE REPUBLIC OF SLOVENIA

The present article attempts to demonstrate the need for systemic changes in the form of the Senate of the Republic of Poland. It also presents the competencies and composition of the National Council in Slovenia and its position within the political system, which may serve as an example for introducing changes to the Second Chamber of the Polish Parliament.本文旨在论证波兰共和国参议院（Senate）实施系统性改革的必要性。同时，本文阐述了斯洛文尼亚国民委员会（National Council）的职权范围与组成架构，及其在本国政治体系中的定位，可为波兰议会第二院（即参议院）的改革提供借鉴范本。
