Basic Document - Development of a Circular Economy Strategy.

In this study, the foundations for the preparation of the Austrian Circular Economy Strategy are prepared. The international guidelines, such as the Paris Climate Agreement, the UN Sustainable Development Goals, the European Green Deal and the Circular Economy Action Plan, as well as national strategies and programmes, form the framework for this strategy. Based on these guidelines, the thematic priorities for the strategy were derived and the most effective levers and scope for action for Austria along the value chain were identified.These foundations formed the basis for a transparent stakeholder process in which concrete measures for the transformation to a circular economy were developed.On the basis of selected indicators, it is additionally shown how circular Austria is compared to other EU countries.本研究为《奥地利循环经济战略》的编制工作奠定了核心基础。本战略的制定框架涵盖《巴黎气候协定》（Paris Climate Agreement）、联合国可持续发展目标（UN Sustainable Development Goals）、《欧洲绿色协议》（European Green Deal）与《循环经济行动计划》（Circular Economy Action Plan）等国际指南，以及本国相关战略与规划。基于上述指南，本研究明确了该战略的核心议题优先级，并梳理出奥地利沿价值链推进循环经济转型的最具实效的行动抓手与行动范畴。上述研究基础为透明化利益相关方参与流程提供了依托，在此框架下制定了向循环经济转型的具体实施举措。此外，本研究基于选定的监测指标，对比展示了奥地利与其他欧盟（EU）成员国的循环经济发展水平。
