Reimagining Health System Performance: The MASH 2030 Framework for Malaysia

The Malaysian healthcare system faces multidimensional pressures, including demographic transitions, climate variability, and digital disruption. Existing performance measurement models emphasize resources and outcomes but fail to incorporate real-time intelligence, trust, equity, and environmental stewardship. This concept paper proposes a novel model, MASH 2030 (Malaysia's Advanced System for Health), which introduces six forward-looking domains to assess health system performance. Derived from international frameworks and adapted for national relevance, the model offers a composite scoring framework integrated with national digital health platforms. The paper outlines the rationale, proposed key performance indicators (KPIs), implementation strategy, and policy implications of the MASH 2030 framework, positioning Malaysia as a regional leader in future-intelligent health governance.
马来西亚医疗体系正面临多维度压力,涵盖人口结构转型、气候波动与数字变革。现有医疗绩效评估模型多侧重资源投入与最终结果,但未能纳入实时智能、医疗信任、医疗公平与环境管护等核心要素。本概念性论文提出一款创新模型——马来西亚医疗先进系统2030(Malaysia's Advanced System for Health,简称MASH 2030),该模型设立六大前瞻性维度以评估医疗体系绩效。该模型脱胎于国际通用框架,并结合本国国情完成适配,构建了一套可与国家数字医疗平台深度整合的综合评分体系。本文系统阐述了MASH 2030框架的理论依据、拟议关键绩效指标(Key Performance Indicators,简称KPIs)、实施策略与政策意涵,致力于将马来西亚打造为未来智能医疗治理领域的区域领军者。
