Resource index financial assistance

This is a development key. The index is based on the structurally adjusted cost of financial assistance. The key figure is normalised so that all municipalities’ values are placed on a scale from 0 to 100 where 0 is the worst (maximum cost) and 100 is best (minimum cost). To avoid excessive impact, the value is set to 0 for municipalities with values below percentile 2.5, and 100 for municipalities with values above percentile 97.5. The index consists of the normalised KPI.本数据集为一项开发密钥。该指标基于经结构性调整后的财政援助成本构建。该核心指标经标准化处理后，所有市政单位的取值均被映射至0至100的区间内：0代表最差情形（对应最高成本），100代表最优情形（对应最低成本）。为避免极端值带来过度影响，对于取值低于2.5百分位的市政单位，其指标值设为0；对于取值高于97.5百分位的市政单位，其指标值设为100。该指标由标准化后的关键绩效指标（KPI）构成。
