Version v3.2.0-stage0 of the Integrated Coherence Measurement Framework / Boundary Coherence Model. Supersedes v3.1 (28 April 2026) by absorption of the External Repair Register's 48 items at Specification-Level discharge. CHANGES FROM v3.1: - Validation programme expanded from 15 to 19 burdens. Net-new: B-16 Consequential Validity (Messick-anchored), B-17 Goodhart Discipline (anchor-versioning, anchor-stability, anchor-revision audit-comparability), B-18 Author-Affiliation Conflict-of-Interest (disclosure, recusal, specification-independence, conflict-monitoring), B-19 Decision-Register Resolutions (per-decision external-review attestation, pilot-coding evidence, reopening conditions). - All 48 External Repair Register items (R-1 through R-48) integrated at Specification-Level tier and cross-referenced in Master Appendix B and the machine-readable Repair Discharge Manifest. - All 24 Decision Register entries resolved as binding architectural commitments with rationale, operational specification, and reopening conditions (Master Appendix A; standalone document ICMF_BCM_Decision_Register_v2_Resolved). - All 16 failure gates G1–G16 specified at executable depth (was 1 of 16 in v3.1). - Seven operational protocols specified at execution depth: sub-window boundary, pre-registration sealing, founding-period stratification, comparator selection, three-method convergence, ceremonial-vs-corrective, cross-audit reconciliation. - Author-affiliation conflict-of-interest disclosed at burden-register depth (Burden 18, Master §I.13, Appendix C). The 48 discharges in v3.2 are at the Specification-Level tier; advancement to Programmatic and Empirical tiers is sequenced into the validation programme (Master §VIII.7). The framework's claim ceiling remains Tier-I Signal at Stage 0. Specification of a burden does not advance the framework's stage. The Stage 0 / Tier-I Signal cap is the binding constraint on every audit deposit, every research output, every commercial product application, and every public-facing claim arising from this framework.
