Niagara Falls Official Plan Special Policy Areas

A Special Policy Area (SPA) is an area, as outlined in the City of Niagara Falls Official Plan document, indicating specific policies for land use are in place due to a unique character and/or circumstance. This spatial data set contains polygons representing the Special Policy Areas (SPA) referenced in the LAND USE POLICIES section of the City of Niagara Falls Official Plan document. This data set should be considered as supplementary and supporting information to the policies outlined in of the Official Plan, and DO NOT form part of the Plan itself. Attributes in this dataset include the Special Policy Number which corresponds to the text of the Official Plan document (NUMBER) , and a unique identifier for records of the data set (SPA_ID). This layer is updated by GIS upon requests from Planning, as necessary, following the passing of amending by-laws. ................................................................................................. Schedule A to the Official Plan, Future Land Use, illustrates the guideline for future use of the lands within the City over a 20-year planning horizon. Excerpt from City's Official Plan (c.2019): LAND USE POLICIES establishes twelve (12) land use designations with preambles which highlight the intention of the land use designations and policies which describe permitted uses and various physical development guidelines. The land use designation for Section 10 prescribes that the policies of the Niagara Escarpment Plan, as amended from time to time, shall be applied to the Niagara Escarpment Plan Area. Unless otherwise specified, the policies of Parts 3, 4 and 5 of this Official Plan will not be applied to the lands within the Niagara Escarpment Plan Area. In addition there are certain special policy areas which because of unique character and/or circumstances will be subject to special policies. 本空间数据集包含对应《尼亚加拉瀑布市官方规划》“土地使用政策”章节提及的特殊政策区域的多边形矢量要素。
本数据集仅作为官方规划所列政策的补充支撑材料，并非本规划的正式组成部分。
本数据集的属性字段包括与官方规划文件文本对应的特殊政策编号（NUMBER），以及数据集记录的唯一标识符（SPA_ID）。
本图层将由地理信息系统（Geographic Information System，GIS）根据规划部门的必要申请，在修正性附例通过后进行更新。

本市官方规划（约2019年版）节选：
“土地使用政策”章节共设定12项土地使用分类，每项分类均配有前言，阐明该分类的制定意图，并配套规定允许使用用途及各类实体开发指引的相关政策。
第10节的土地使用分类规定，尼亚加拉断崖规划（Niagara Escarpment Plan）的现行（含历次修订版）政策，适用于尼亚加拉断崖规划区域。除非另有说明，本官方规划第3、4、5篇的政策不适用于该区域内的土地。
此外，部分因独特地域特征或特殊情形需适用专属政策的区域，将被纳入特殊政策范畴。
