Data and code for: Measurement choices reshape adaptation-finance priority lists

This repository contains the data, source-data tables, code and reproducibility materials supporting the manuscript “Measurement choices reshape adaptation-finance priority lists”. The study evaluates how country priority lists for adaptation-finance accountability change across measurement-governance choices. The archived analysis combines OECD Rio-marker-tagged bilateral ODA adaptation commitments with country-level vulnerability and population data for 128 non-high-income countries. The design crosses three Rio-marker counting treatments, three vulnerability concepts and ten screening rules, producing 90 specifications and 11,520 country-specification classifications. The repository includes the archived OECD query snapshot, query metadata, the cleaned 128-country analysis panel, full specification metadata, all country-specification flags, pairwise Jaccard overlap results, leave-one-decision-level-out diagnostics, temporal robustness outputs, figure source-data tables, analysis scripts, environment files, checksums and verification reports. The repository should be interpreted as a reproducibility archive for the manuscript. OECD Rio markers identify the policy-objective targeting of development-finance activities; they do not measure exact activity-specific adaptation expenditure. Commitments are analysed rather than disbursements. The 40% treatment for significant-marker activities is included as a transparent sensitivity scenario, not as a universal official coefficient.
