Natura 2000 is the name for a European network of protected areas established by the European Union together with the Member States after notification of the appropriate areas by the Member States (pSCI = proposed Site of Community Importance). This notification of areas must be made in a so-called “National List Natura 2000”. The Habitats Directive provides a legal basis for this. In addition to the Habitats Directive, there is also an obligation, in accordance with the Birds Directive, to declare the most suitable areas for the protection of rare and endangered bird species as protected areas (SPA = Special Protection Area). Protected areas under the Habitats Directive and protected areas under the Birds Directive are then part of the Natura 2000 network. The two directives pursue the common objective of safeguarding biodiversity through the conservation of natural habitats, wildlife and wild birds. The European Protected Areas Natura 2000 Birds Directive (SPA) are assigned to the INSPIRE Data Topic Protected Areas (Annex I).
自然2000(Natura 2000)是欧盟与各成员国联合设立的欧洲保护区网络名称,该网络的建立前提是各成员国申报符合要求的区域(pSCI即拟议社区重要性场地(proposed Site of Community Importance))。此类区域的申报必须通过所谓的“Natura 2000国家名录”完成,《生境指令(Habitats Directive)》为此提供了法律依据。除《生境指令》外,根据《鸟类指令(Birds Directive)》,各成员国还有义务将保护珍稀濒危鸟类的最适宜区域划定为保护区(SPA即特别保护区域(Special Protection Area))。符合《生境指令》要求的保护区以及符合《鸟类指令》要求的保护区均为自然2000网络的组成部分。两项指令的共同目标是通过保护自然生境、野生动物与野生鸟类,维护生物多样性。属于Natura 2000、依据《鸟类指令》划定的欧洲保护区(SPA)被归入INSPIRE数据主题“保护区(附件I)”。
