FAIR GOVERNANCE AND THE RULE OF LAW AS A GUARANTEE OF SOCIETAL DEVELOPMENT

This article provides an in-depth scientific analysis of fair governance and the rule of law as fundamental institutional and axiological foundations of societal development. It examines the philosophical roots, legal essence, and socio-political significance of these principles, highlighting their interconnection with the effectiveness of public administration, legitimacy, social trust, and sustainable development.
