部门规章是国务院各部门、各委员会、审计署等根据法律和行政法规的规定和国务院的决定，在本部门的权限范围内制定和发布的调整本部门范围内的行政管理关系的、并不得与宪法、法律和行政法规相抵触的规范性文件。部门规章主要形式是命令、指示、规定等。 CnOpenData推出的中国部门规章数据，来源于国务院各部、委员会、中国人民银行、审计署和具有行政管理职能的直属机构网站和国务院公报，包含主标题、规章类型、制定机关、正文内容等字段。Departmental rules are normative documents formulated and promulgated by various departments, commissions, the National Audit Office and other relevant entities under the State Council, in accordance with the provisions of laws and administrative regulations as well as the decisions of the State Council, within the scope of their respective functions and powers, to regulate administrative governance relationships within their respective jurisdictions, and which shall not conflict with the Constitution, laws and administrative regulations. The primary forms of departmental rules include orders, directives, regulations and other similar instruments. The dataset of China's departmental rules launched by CnOpenData is sourced from the official websites of the ministries, commissions, the People's Bank of China, the National Audit Office and other directly affiliated institutions with administrative functions under the State Council, as well as the State Council Gazette. It includes fields such as main title, rule type, issuing authority, full text content and others.
