EX POST PERFORMANCE OF BRAZILIAN DEPUTIES IN FOREIGN POLICY: BETWEEN CRITICAL ISSUE PERSPECTIVE AND THE EXECUTIVE LEGISLATIVE RELATIONSHIP

This paper intends to answer the following question: do the Brazilian federal deputies overlook the debates on foreign policy? To do so, we raise elements that allow the comprehension of the congressional interest on foreign policy, specifically on the processing of international acts. The analysis covers the period between 1988 and 2014, focusing on the Chamber of Deputies. We test two hypotheses: 1) the type of international act positively influences the parliamentary performance; 2) the deputies’ performance has a positive effect on the likelihood of executive actions. Finally, it is clear that deputies act, on the one hand, according to the logic of the critical issue perspective and, on the other hand, constrained by the executive-legislative dynamics.本研究旨在解答以下问题：巴西联邦众议员是否会忽略外交政策相关辩论？为此，我们提出相关要素以帮助理解国会对外交政策的关注程度，尤其是在国际法案审议流程方面的关注情况。本次分析的时间跨度为1988年至2014年，研究聚焦于巴西众议院。我们验证了两项假设：其一，国际法案的类型对议会履职表现具有正向影响；其二，众议员的履职表现会提升行政部门采取相关行动的可能性。最终研究结果显示，众议员的履职行为一方面遵循关键议题视角的逻辑，另一方面又受到行政与立法互动动态的制约。
