The first residence permits correspond to the permits held by major foreigners following a first application for residence, so they do not take counts renewals of titles even when they change in nature (for example, a foreigner entered on the “student” reason who would pass into the “employee” pattern thereafter will not be counted a second time as the first title). The reference date chosen is the date of validity of the residence permit. The data for 2020 are now final. For 2021, only a first estimate of the number of first titles issued is published below. In view of the time-limits between the lodging of an application and the issue of the permit, certain documents issued in the year are not yet recorded in the national management base for residence permits. The estimate proves difficult this year again with a COVID-19 health crisis that may have affected the pace of processing applications for residence permits. Since the implementation of Brexit, the UK has been a third-country national (TCN).
