IMPROVING MANAGEMENT MECHANISMS OF 'DRIVER' SECTORS IN THE TOURISM DIRECTION OF REGIONS

This study examines the management mechanisms of “driver” sectors in the tourism industry across the regions of Uzbekistan, with a primary focus on financial instruments, investment frameworks, and revenue generation models. The research identifies the key tourism-linked industries — hospitality, cultural heritage, transport, and agritourism — that produce multiplier effects on regional economies. Using mixed-methods analysis and comparative financial data from six Uzbek regions (2019–2024), the paper demonstrates that targeted financial governance mechanisms — including public-private partnerships (PPP), dedicated tourism investment funds, tourist taxation, and digital revenue platforms — can significantly enhance the economic performance of driver sectors. The findings reveal that regions with structured financial management frameworks achieve 12–20% higher tourism revenue growth compared to regions relying on conventional budget allocation. The study proposes a financial management model tailored to Uzbekistan’s regional context and offers policy recommendations for scaling driver sector performance.本研究聚焦乌兹别克斯坦各地区旅游业的核心驱动产业管理机制，重点探讨金融工具、投资框架与营收生成模式。研究明确了与旅游业深度绑定的关键产业——住宿接待业、文化遗产业、交通运输业与农业旅游——这些产业可对区域经济产生乘数效应。本研究采用混合研究方法分析框架，结合乌兹别克斯坦6个地区2019年至2024年的对比财务数据，证实针对性的财务治理机制——包括公私合作伙伴关系（public-private partnerships，PPP）、专项旅游投资基金、旅游税收与数字化营收平台——可显著提升核心驱动产业的经济表现。研究结果显示，构建了规范化财务治理框架的地区，其旅游营收增长率较采用传统预算拨款模式的地区高出12%至20%。本研究提出了贴合乌兹别克斯坦区域实际的财务治理模型，并为提升核心驱动产业的发展效能提供了政策建议。
