Defining impartiality in European Public Service Media: Dataset and summary of the comparative analysis between BBC, RTÉ, and VRT.

The following dataset supports and summarises the comparative policy analysis regarding the definition of impartiality across three European Public Service Media (PSM): the BBC (United Kingdom), RTÉ (Ireland) and VRT (Belgium-Flanders). The list includes documents published between 2022-2025. Analysed documents include media regulation, public service agreements, editorial guidelines, guidance notes; as well as monitoring reports. In addition to these documents, we provide a summarising table concerning the key findings of the analysis across the three core levels of analysis: Regulation, policy context, editorial guidelines, and monitoring oversight.本数据集支持并梳理了针对三家欧洲公共服务媒体（Public Service Media，以下简称PSM）公正性定义的比较政策分析，涵盖的机构分别为英国广播公司（BBC）、爱尔兰广播电视（RTÉ）以及比利时弗拉芒区广播电视（VRT）。本数据集收录的文件均发布于2022年至2025年期间。 本次分析涉及的文件包括媒体监管规章、公共服务协议、编辑准则、指导说明，以及监测报告。除上述文件外，本数据集还提供了一份汇总表格，梳理了三大核心分析维度下的分析关键结论：监管体系、政策语境、编辑准则以及监测监督。
