The article argues that the decline in allied trust is driven less by political or ideological divides and more by ongoing legal uncertainty over the scope of U.S. executive power in trade, sanctions, and regulatory matters. The resulting legal volatility—where executive actions are frequently contested in court or reversed by subsequent administrations—creates what I describe as a “credibility chasm.” This instability discourages allies from integrating their supply chains or sharing sensitive dual-use and AI technologies, weakening the interoperability essential for collective defense and economic resilience. The paper concludes with specific legal and diplomatic recommendations aimed at restoring predictability and reinforcing trust in U.S.-allied technological cooperation.

本文认为,盟友间信任的下滑并非源于政治或意识形态分歧,而更多是由于美国在贸易、制裁与监管事务中行使行政权力的范围存在持续的法律不确定性。由此产生的法律波动性——即行政举措常遭法庭质疑或被后续政府推翻——造就了我称之为"信任鸿沟(credibility chasm)"的局面。这种不稳定态势阻碍盟友整合供应链或共享敏感两用技术与人工智能(Artificial Intelligence)技术,削弱了集体防御与经济韧性所必需的互操作性。本文最后提出了具体的法律与外交建议,旨在恢复合作的可预测性,并强化美国与其盟友间科技合作中的信任关系。
