Tuscany Region – Protected Natural Areas of Local Interest (ANPIL)

Regional Law 49/1995 “Rules on parks, nature reserves and protected natural areas of local interest” provided for the Protected Natural Areas of Local Interest (A.N.P.I.L.) as a particular type of protected area “inserted in intensely anthropised territorial areas, which require conservation, restoration or reconstitution of the original environmental characteristics and which may be the subject of eco-friendly development projects”.Article 6(3) of Law 49/95, now repealed, provided that the functions relating to the management of natural areas of local interest were carried out by individual or associated municipalities or mountain communities; these bodies therefore adopted the acts within their competence aimed at the establishment of ANPILs, the identification of the perimeters and any possible regulation of the activities; all the documentation produced (acts adopted and maps for the perimeter of the areas) was transmitted to the regional sector responsible for the fulfilments of its competence.The Regional Law No 30 of 19 March 2015 “Rules for the conservation and enhancement of the regional nature-environmental heritage.....” repealed Law 49/1995 and maintained only the types of protected areas provided for by national legislation (parks and reserves), providing that the ANPILs are subject to verification in order, if necessary, to fall within the categories of protected areas provided for by the law itself.1995年第49号区域法律《公园、自然保护区及地方利益保护自然区域管理规则》将地方利益保护自然区域（A.N.P.I.L.）界定为一类特殊保护区：“嵌入人为活动高度密集的领土范围内，需对其原生环境特征开展保护、修复或重建工作，且可作为生态友好型开发项目的实施对象”。现已废止的1995年第49号法律第6条第3款规定，地方利益保护自然区域的管理职能由单个或联合市镇，或山区共同体行使；因此上述主体可在其职权范围内制定相关法令，用于设立地方利益保护自然区域、划定区域边界，并对相关活动实施必要监管；所有出具的相关文件（包括通过的法令与区域边界地图）均需报送至对应职权范围内的区域主管部门。2015年3月19日第30号区域法律《区域自然与环境遗产保护及活化管理规则……》废止了1995年第49号区域法律，仅保留了国家立法所规定的保护区类型（公园与自然保护区），并要求对地方利益保护自然区域开展核查，必要时将其归入该法律规定的保护区类别之中。
