D.2.4.4 Production of one flood damage map for given return periods of events - Interreg Italy-Croatia 2021-2027

This report summarizes the work carried out for Activity 2.4 of the Interreg Italy-Croatia STRENGTH project that regards Deliverable D.2.4.4. The deliverable focuses on the estimation of direct impacts due to flood events, based on the products of D2.1.1 for the Ravenna municipality. The ECFAS impact tool was applied to the LISFLOOD-FP flood maps generated for the ADBPO 2023 Total Water Level dataset with 3% beach slope. The selected model runs are RUN1016, RUN1018 and RUN1020, corresponding respectively to the 1-25, 50-100 and 150-500 year return-period classes. Direct impacts were estimated for population, buildings and road infrastructure using the ECFAS object-based and probabilistic approach. The results show a non-linear increase in impacts moving from high to low frequency return periods. Median affected population increases from 319 people in TR1-25 to 531 in TR50-100 and 1220 in TR150-500. The number of affected buildings increases from 24 to 128 and 527, while estimated total building damage rises from 0.2 to 4.3 and 17.5 M€. Flooded roads length increases from 6.03 to 21.83 and 36.27 km. In the worst-case scenario (TR150-500), Sectors 4 and 5 present the highest cost estimations, accounting for approximately 86% of the affected population and 86% of the building damage. The outputs are intended to support civil-protection preparedness, municipal planning and the prioritisation of coastal flood-risk reduction measures. They should be read together with the flood-hazard assumptions and limitations reported in D2.1.1 and the uncertainty treatment implemented in the ECFAS impact approach.
