VPRS 8535 Minutes and Papers of Committees and Working Parties

The Victorian Post-Secondary Education Commission established a number of committees other than working parties to assist in carrying out its statutory responsibilities.This is an accumulative series containing the minutes and papers of various committees either appointed by the Victorian Post-Secondary Education Commission (VA 721) or by the State and Commonwealth Governments on which the Victorian Post-Secondary Education Commission was represented. The series also contains the reports/papers of various working parties. Individual committees' and working parties' records were originally kept separately.The Committees established include:advisory committees (on engineering education, nurses education, physical education, review of constitution of college councils);consultative committees;joint standing committees;steering committees;review committees.System of Arrangement/ControlThe records in this series originally formed part of two distinct series.Committee PapersTwo sets of papers, agenda and minutes were created for each committee. The "official" set (originally kept in lever-arch files) was kept in numerical order by the registration numbers allocated from VPRS 8611 Register of Committee Papers (Numerical). The second set was placed on the appropriate subject file/s located in VPRS 8536 General Subject Correspondence Files : Multiple Number System.Whereas the subject file/s also contained submissions to the committee, policy statements, the final report of the committee, copies of any comments on the report and general correspondence, the committee files described in this series contained only matters pertaining to the administration of the committee such as membership, terms of reference, notices of meetings, the final report of the committee and comments on the report.The committee files were used for monitoring the membership, terms of reference, draft reports and general correspondence entered into by the Committee Secretary in order to carry out the day to day business of the committee.Each paper submitted to a committee was allotted a consecutive reference number throughout the year in which it was presented. The number was prefixed by an abbreviation used to identify the committee concerned. All the papers tabled were registered in the Register of Committee Papers (Numerical) (VPRS 8611) shortly after a Committee meeting. The registered number appears at the top right-hand corner of the paper. The number of the related file located in VPRS 8536 appears at the top left-hand corner.Working Party PapersThe procedure adopted in the production and filing of Committee papers did not apply to Working Parties who were not required to produce signed minutes but instead, made reports following meetings with a final report to the "Board" on completion of the Terms of Reference. The papers, which include correspondence and reports of working parties, were registered under the appropriate section in the Register of Working Party Papers (Alphabetical), (VPRS 8610), before they were filed either within this series or with the General Subject Correspondence Files : Multiple Number System (VPRS 8536).

## 整理与管控规则
本系列原始档案分属两个独立的原有档案系列。

### 委员会文件
每个委员会均生成两套文件材料：议程与会议纪要。其中一套“官方”文件（最初存放于杠杆式档案夹中）将按照VPRS 8611《委员会文件登记册（编号式）》分配的登记号，以数字顺序归档。第二套文件则归入VPRS 8536《通用主题函件档案：多编号系统》对应的主题档案夹中。
主题档案夹同时收纳委员会所收提案、政策声明、委员会最终报告、针对报告的各类意见及通用函件；而本系列收录的委员会档案仅包含与委员会行政管理相关的材料，包括成员构成、职权范围、会议通知、最终报告及针对报告的意见。
委员会档案用于追踪委员会的成员变动、职权范围、草案报告，以及委员会秘书为处理委员会日常事务所开展的通用函件往来。
提交至委员会的每份文件在当年度内均会被分配连续参考编号，编号前缀为用于标识对应委员会的缩写。所有提交审议的文件均会在委员会会议结束后即刻登记入《委员会文件登记册（编号式）》（VPRS 8611），登记编号标注于文件右上角；而VPRS 8536中对应档案夹的编号则标注于文件左上角。

### 工作组文件
工作组的文件编制与归档规则与委员会文件不同。工作组无需签署正式会议纪要，仅需在每次会议后提交工作报告，并在完成职权范围规定的任务后向“理事会”提交最终报告。工作组的文件（包括函件与工作组报告）需先在《工作组文件登记册（字母式）》（VPRS 8610）的对应分类下完成登记，随后或归入本系列，或归入《通用主题函件档案：多编号系统》（VPRS 8536）。
