Operation Metro Surge Documentary Dataset: Media, NGO and Legal Advocacy Sources on ICE Enforcement in Minneapolis, 2025–2026

This dataset accompanies the article “ICE as Domestic State Terror: Operation Metro Surge and the Production of Fear in Minneapolis” - published in Critical Studies on Terrorism. https://www.tandfonline.com/doi/full/10.1080/17539153.2026.2686525 It contains a curated corpus of documentary artefacts used to support the article’s qualitative analysis of Operation Metro Surge, an ICE-led federal immigration enforcement operation in Minneapolis between 1 December 2025 and 31 March 2026. The dataset includes media reports, NGO and civil-society material, legal advocacy documents, litigation-related artefacts, and official or public institutional sources. Each entry records four fields: title, type of artefact, outlet/name, and link. The file is intended to support transparency, source traceability, and future research on immigration enforcement, state violence, domestic state terror, and democratic backsliding in the United States. The dataset provides bibliographic metadata and links to publicly available materials.
