The respondents included executives of municipal social services, health centres, employment offices, health and social organisations, and the local offices of the Social Insurance Institution. The executives assessed the well-being of their customers, as well as the well-being and social security of different population groups (e.g. the unemployed, the re-constituted families). They also evaluated the adequacy of the different social benefits (sickness benefit, subsistence subsidy, etc). The respondents assessed the role of various operators (family, organisations, municipality) as producers of help and support. The functionality of services was monitored, as were the changes in the services provided by the municipalities, the Social Insurance Institution, employment administration, and the private sector. The significance of the third sector was also canvassed. The respondents were asked to evaluate the socio-economic situation of municipalities, and whether it was possible to ensure the necessary services with the resources at their disposal. Workforce adequacy and competence development were canvassed. The respondents evaluated what kind of impact the social and health policy had on the well-being of the customers. They also monitored how well the social justice and legal protection were realised, and whether there was enough legal aid available. The executives representing health and social organisations answered questions on their area of operation, units, regional scope, funding, foci, and the importance of the various forms of activity (rehabilitation, medical treatment, etc.). Background variables included the respondent's occupational position or title, and regional variables.
