PUBLIC CONSORTIUM AS AN INSTRUMENT OF THE ASSOCIATED MANAGEMENT WITH A VIEW TO ENVIRONMENTAL SUSTAINABILITY IN THE LIGHT OF THE ONES INVOLVED

The aim of this article is to analyzethe public consortium as an instrument of cooperative federalism. The preservation of the environment is a commitment and responsibility of all (federal people, entrepeneurs and civil society) so as to preserve<br>our habitat. The success of this action depends on the cooperation or common associated management based on a sustainable planning. As a result of it, the public consortium is analyzed in its legal result aspects, which prove its importance in the<br>management of human, logistic and economical resources to the realization of the common objective interests. As a counterpoint, it will be shown the implications or difficultiesimplied in the formation of public consortium having the cooperative federalism and the associated management as a basis. It will be also discussed the advantages of this associated management in the development, control and supervision of the civil service exercised by the associated people with a view to reaching sustainability.本文旨在将公共财团（public consortium）作为合作联邦制的实施工具展开分析。环境保护是全体主体——包括联邦民众、企业家与公民社会——的共同承诺与责任，旨在守护我们的生存家园。此项行动的成败，取决于基于可持续规划开展的合作与共同联合治理。基于此，本文将从法律效果维度分析公共财团，以此阐明其在统筹人力、物流与经济资源以实现共同客观利益过程中的重要价值。作为对照，本文将阐释以合作联邦制与联合治理为基础组建公共财团时所涉及的各类影响与难点。此外，本文还将探讨此种联合治理在联合主体所推行的公共服务的开发、管控与监督环节中具备的优势，以期达成可持续发展目标。
