VPRS 19163 Mining Tenement Files

This series contains records relating to the legislative management of mining tenements in Victoria. The tenements are predominantly exploration licences, but also include many mining licences and leases, development leases, search licences and prospecting area licences, and a small number of geothermal exploration permits, gold mining leases, Miner’s Right Claims, petroleum exploration permits and tailings removal and treatment licences.  An exploration licence authorises exploration for Crown-owned minerals on or under Crown land. Exploration is usually the starting point for substantial mineral development and makes it possible for companies or individuals with substantial expertise and adequate finance to carry out thorough exploration programmes. Protection of licence area can be assured by taking out a lease of the area after the first year. Records in this series reflect the statutory reporting requirements of tenement holders under the Mines (Exploration Licences) Act 1964 and the subsequent Mineral Resources Development Act 1990 and Mineral Resources (Titles) Regulations 1991. Records held for each licence or lease vary in quantity and content but are predominantly comprised of technical and progress reports on explorative or mining activity and reports on expenditure.  Technical and progress reports were usually written by geologists who were either employees of the tenement holder and/or tenement operator, or engaged as independent consultants. The reports may contain information about the geographical and geological settings, the land use, the history of exploration or mining works in the area, planned rehabilitation of land areas, the quantity and quality of mineral resources, and were frequently supported by additional documentation such as maps and plans, correspondence with the Department of the relevant period, geological analyses, aerial photographs, drill logs, technical diagrams, and related publications. The style and detail of reporting varies between tenement holders and over time.   Expenditure reports were typically written by the exploration manager or tenement operator and include funds spent on consultants, equipment, labour and rehabilitation of the area. The reporting style changed over the years, particularly with the introduction of standardised forms in the 1990s. These forms were typically referred to in the recordkeeping of Geological Survey of Victoria (VA 4118) as Schedule 15 reports, though the actual Schedule varied depending on the applicable legislation. This series relates to several other series created by the Department of Industry, Technology and Resource (VA 2661), where the files appear to be high-level departmental files raised for each licence or lease application comprising official documentation and applications and which were marked as expired, cancelled, abandoned or refused. 技术与进展报告通常由两类人员撰写：一是矿业权属持有人或运营方的雇员地质学家，二是受聘的独立顾问。此类报告可能涵盖区域地理与地质背景、土地用途、区域内勘探或采矿作业历史、土地复垦计划、矿产资源的数量与品质，且常辅以各类辅助文件，包括地图与平面图、同期监管部门的往来函件、地质分析报告、航空影像、钻探日志、技术图表及相关出版物。报告的格式与详细程度因权属持有人及时间不同而存在差异。
支出报告通常由勘探经理或矿业权属运营方撰写，涵盖用于顾问服务、设备采购、劳工薪酬及区域复垦的各项资金支出。报告格式随时间推移发生变化，尤其是在1990年代引入标准化报表之后。维多利亚地质调查局（Geological Survey of Victoria, VA 4118）的档案管理体系中通常将此类报表称为「附表15报告」，但实际附表内容会因适用法律法规的不同而有所调整。
