PROBLEMS IN ESTABLISHING SOCIAL LIFE AND THE HEALTHCARE SYSTEM IN THE BUKHARA PEOPLE'S SOVIET REPUBLIC

This article provides a scholarly analysis of the problems that emerged in the process of organizing social life and the healthcare system in the Bukhara People’s Soviet Republic. The study examines factors such as the standard of living of the population during the formation of a new state system, the shortage of medical services, problems related to the material and technical base, the lack of qualified personnel, the spread of epidemics, and unsatisfactory sanitary conditions. It also analyzes state policies aimed at overcoming these difficulties, the reforms implemented, and their outcomes. The article substantiates that the process of establishing social and medical systems in the Bukhara People’s Soviet Republic was complex and contradictory.本文对布哈拉人民苏维埃共和国（Bukhara People’s Soviet Republic）在构建社会生活与医疗卫生体系过程中出现的各类问题开展了学术性分析。本研究考察了诸多影响因素，包括新国家体系构建时期民众的生活水平、医疗服务供给短缺、物质技术基础相关难题、合格医护人员匮乏、流行病传播以及卫生条件不佳等问题。同时，本文还分析了旨在克服上述困境的国家政策、已推行的改革举措及其实施成效。本文论证指出，布哈拉人民苏维埃共和国的社会与医疗卫生体系构建过程复杂且充满矛盾。
