Thinking about Brasília and the Federal District: between urban-regional planning and national planning (1966-1975/1984)

Abstract This work investigates the state actions directed to the urban-regional structuring of Brasília and the Federal District that were articulated with the national planning proposals for economic and social development between the 1960s and 1980s. The main thrust of the analysis is the study of two actions formulated for Brasília in the field of spatial, regional and urban planning: the "Fundo de Desenvolvimento do Distrito Federal" (Development Fund for the Federal District) in 1966 and the "Programa Especial da Região Geoeconômica de Brasília" (Special Program for Brasília's Geoeconomic Region) of 1975. The article will observe the relation between these, insofar as they can be understood as actions in the fields of urban and regional planning for the region of the Brazilian Federal District, and the discussions in the federal government and its proposals for national planning.摘要 本研究考察了1960年至1980年间，与巴西利亚及巴西联邦区（Federal District）城市-区域空间架构相关联、且与国家经济社会发展规划提案相衔接的政府施政行动。本次分析的核心旨趣在于研究两项针对巴西利亚制定的空间、区域及城市规划领域举措：1966年推出的《巴西联邦区发展基金（Fundo de Desenvolvimento do Distrito Federal）》，以及1975年推出的《巴西利亚地理经济区域特别规划方案（Programa Especial da Região Geoeconômica de Brasília）》。本文将探析上述两项举措之间的关联，并考察二者作为巴西联邦区城市与区域规划领域行动，与联邦政府层面的相关讨论及国家规划提案之间的内在联系。
