The Idaho Transportation Department's (ITD) Roads and Highways Road Network Linear Referencing System (LRS) HPMS peak lanes event polyline feature class represents the total number of through lanes available in the inventory direction during the peak travel period, while counter peak lanes capture the number of lanes open in the opposite (counter-peak) direction. These attributes help evaluate directional capacity, reversible lane operations, and congestion management strategies. The data are used by engineers, planners, and modelers to assess corridor performance, evaluate travel time reliability, and determine peak-hour operating characteristics. The dataset is reviewed and updated annually as part of ITD’s Highway Performance Monitoring System (HPMS) submittal to the Federal Highway Administration (FHWA). This layer is an export from Roads and Highways that represents only the active records within the LRS. These are current “working” records.
