Coding templates for analysing the presence of public libraries in Spanish Open Government Action Plans

This record contains two coding templates, in Spanish and English, developed to support a systematic qualitative document analysis of the presence, articulation and evolution of public libraries in Spanish Open Government Action Plans. The templates were designed as methodological supplementary material for the study “Open Government and Public Libraries: Critical Analysis of Spanish Plans (2011–2029)”. Although the templates were originally developed for the Spanish case, they may be reused or adapted for studies in other countries that seek to analyse the role of public libraries or other civic and informational infrastructures in Open Government plans and related policy documents. Their structure allows researchers to examine explicit and implicit references, classify the type of evidence identified, and relate the findings to analytical areas derived from the IFLA-UNESCO Public Library Manifesto.本数据集包含两份编码模板，分别为西班牙语版与英语版，旨在为系统性质性文献分析提供支撑，该分析旨在探究西班牙《开放政府行动计划》中公共图书馆的存在状况、政策表述与发展演进。上述模板为本研究《开放政府与公共图书馆：西班牙计划批判性分析（2011–2029）》的方法学补充材料。 尽管该模板最初专为西班牙国情开发，但可被其他国家的研究人员复用或调整，用于分析公共图书馆或其他公民信息基础设施在开放政府计划及相关政策文件中所扮演的角色。该模板的结构可支持研究人员完成三项工作：一是检视文本中的显性与隐性提及内容，二是对所识别出的证据类型进行分类，三是将研究发现与源自国际图书馆协会联合会-联合国教科文组织《公共图书馆宣言》（IFLA-UNESCO Public Library Manifesto）的分析维度建立关联。
