New-Aquitaine: Climate-Air-Energy Territorial Plan (PCAET) — Perimeter (surface)

This dataset contains the boundaries of the Air Energy Climate Plans (surface objects) of the New Aquitaine region. The territorial air energy climate plan (PCAET) is defined in Article L.22-26 of the Environmental Code and specified in Articles T.229-51 to R.221-56. This framework document for the community’s energy and climate policy is a territorial sustainable development project whose purpose is the fight against climate change and the adaptation of the territory. It must be reviewed every 6 years. The territorial air energy climate plan needs to be developed at inter-communal level. Thus, public institutions with inter-communal cooperation with more than: — 50 000 inhabitants, existing on 1 January 2015, must prepare their CTAET before 31 December 2016; — 20,000 inhabitants, existing on 1 January 2017, have to prepare their CTAET by 31 December 2018. EPCI is the coordinator of the energy transition in the territory. It must lead and coordinate the actions of the PCAET in the territory.本数据集涵盖新阿基坦大区（New Aquitaine）空气能源气候计划（Air Energy Climate Plans，地表对象）的边界范围。 属地空气能源气候计划（PCAET）由法国《环境法典》第L.22-26条界定，并通过第T.229-51条至第R.221-56条予以细化规定。该文件作为地方共同体能源与气候政策的框架性文本，属于属地可持续发展项目，旨在应对气候变化并推进属地气候适应工作，每6年需完成一次修订。 属地空气能源气候计划需以跨共同体层级推进编制。据此，2015年1月1日已正式成立、拥有5万以上常住人口的跨共同体合作公共机构，须于2016年12月31日前完成其CTAET的编制；2017年1月1日已正式成立、拥有2万以上常住人口的跨共同体合作公共机构，则须于2018年12月31日前完成CTAET的编制。 跨共同体公共合作机构（EPCI）是属地能源转型的协调主体，须牵头并统筹属地范围内PCAET的各项实施行动。
