Turkey's adhesion to the European Union-negotiated since 2005 and now arguably ending in dead end- has its political and legal root in the association agreement signed in Ankara in July 1963. In this reappraisal of the genesis of the agreement, we argue that the treaty was the result of a triangular negotiation involving Turkey, the EEC and the United States. Against accepted wisdom, the parties hardly found a compromise between national economic interests, global economic concerns and politico-strategic preoccupations. The hardly agreed contents of the 1963 association agreement bound the EEC and Turkey in a difficult relationship for the next decades.
土耳其自2005年启动、如今或已陷入死局的欧洲联盟(European Union)入盟谈判,其政治与法律根源可追溯至1963年7月在安卡拉签署的《联系协定》(Association Agreement)。在本次对该协定起源的重新审视中,本文主张该条约是土耳其、欧洲经济共同体(European Economic Community,EEC)与美国三方谈判的产物。与主流学界共识相悖的是,各方几乎未能在本国经济利益、全球经济关切与政治战略考量之间达成妥协。1963年《联系协定》中几经波折才敲定的条款,在随后数十年间令欧洲经济共同体与土耳其陷入了一段充满张力的双边关系。
