在构建“专利开放许可数据集”的分析规则中，我们从多元化的公开渠道精心采集原始数据，许可声明信息中涵盖了诸如IPC分类号、声明编号、专利号、申请日、专利权人及其联系方式、发明名称、使用费支付方式及标准等关键字段。针对这些数据，我们实施了一系列细致的数据治理操作以提升其质量和可用性。首先进行的是严格的数据清洗流程，用于消除噪音和冗余信息，确保如专利号和声明编号的准确性和一致性，同时修正或剔除错误和不完整的记录。接着，通过精密的数据转换步骤，我们将来自不同源头的数据格式统一，比如将日期字段（申请日）标准化，并将文本信息（如发明名称、联系方式）结构化，以便于后续分析处理。

In establishing the analytical rules for the "Patent Open License Dataset", we meticulously collected raw data from diverse public sources. The license declaration information covers key fields including IPC classification number, declaration number, patent number, filing date, patentee and their contact information, invention title, royalty payment method and standard, among others. For this dataset, we implemented a series of meticulous data governance operations to enhance its quality and usability. First, a rigorous data cleaning process was carried out to eliminate noise and redundant information, ensuring the accuracy and consistency of key identifiers such as patent numbers and declaration numbers, while correcting or removing erroneous and incomplete records. Subsequently, through precise data transformation steps, we unified the data formats from various sources: for instance, standardizing date fields (i.e., filing dates) and structuring textual information such as invention titles and contact details to facilitate subsequent analytical processing.
