VPRS 12160 Memoranda of Agreements under the Municipal Loans Act 1915

The Municipal Loans Act 1915 allowed municipalities to borrow funds from Treasury for works and undertakings approved by the Treasurer of Victoria. If a municipality wanted to establish a loan, it was required to enter into an agreement with the Treasurer whereby the loan would incur a specified interest rate and the municipality would repay it with specified periodical repayments of nominated amounts.This series consists of Memorandum of Agreements which were signed by the Treasurer of Victoria and the mayor / shire president and councillors of the borrowing municipality. Each Memorandum contains details of the date it was initiated, the name of the municipality, the sum of the loan that was advanced to it, the interest rate applicable, and the required periodical repayments. The Memorandum represents an agreement between Treasury and the municipality on the terms of the loan. This not only includes details such as interest rates and repayments, but also that the loan will be only used for works approved by the Treasurer.
