The Idaho Transportation Department's (ITD) Roads and Highways Road Network Linear Referencing System (LRS) HPMS year last improvement event polyline feature class represents the calendar year when the latest roadway improvement, rehabilitation, or resurfacing activity was completed. Improvements include projects intended to extend pavement life, enhance structural capacity, or improve ride quality without full reconstruction. This dataset provides critical input for pavement deterioration modeling and lifecycle planning. It reflects the timing of the last substantive upgrade that improved the functional or structural performance of the roadway. Data are updated annually as part of ITD’s Highway Performance Monitoring System (HPMS) submittal to the Federal Highway Administration (FHWA). This layer is an export from Roads and Highways that represents only the active records within the LRS. These are current “working” records.
