THE CONCEPT AND IMPORTANCE OF THE STAGES OF DEVELOPMENT OF THE DIGITAL TRANSFORMATION OF GOVERNMENT COMMUNICATION

This thesis provides a scientific analysis of the concept of digital transformation in state communication, its essence, and its stages of development. The study examines the impact of digital transformation on the effectiveness of public administration, its role in optimizing communication processes with citizens, and the development of e-government systems. It also highlights the advantages of digital communication based on international experience and the practice of Uzbekistan, emphasizing its significance in increasing transparency, reducing corruption, and accelerating public service delivery. The research findings contribute to drawing scientific and practical conclusions aimed at improving the digitalization processes of public authorities’ activities.本论文对政务传播领域的数字化转型概念、其核心本质及发展阶段展开了科学分析。本研究探析了数字化转型对公共行政效能的影响、其在优化与民众的沟通流程以及电子政务（e-government）系统建设中的作用。此外，本研究还基于国际经验与乌兹别克斯坦的实践案例，凸显了数字化传播的诸多优势，并着重强调其在提升治理透明度、遏制腐败以及加快公共服务供给方面的重要价值。本研究成果可为提炼兼具科学性与实践性的结论提供支撑，助力完善公共管理部门各项活动的数字化转型流程。
