Transparency, a myth in Guyana’s public procurement system?

Given the prevalence of accusations of corruption in Guyana’s public procurement process, this research aims to investigate if Guyana’s public procurement system is capable of promoting transparent public procurement processes. Hence, this research answers the following questions:To what extent does Guyana’s public procurement system promote transparency?Why existing public procurement transparency provisions may not have an effect on corruption in Guyana?What can be done to enhance public procurement transparency in Guyana?A socio-legal approach was undertaken with doctrinal analysis and semi-structured interviews of two Guyanese public servants being undertaken. 鉴于圭亚那公共采购（public procurement）领域腐败指控频发，本研究旨在探究圭亚那公共采购体系是否能够推动实现透明化的公共采购流程。据此，本研究旨在解答如下三个核心问题：其一，圭亚那公共采购体系在多大程度上能够提升采购透明度？其二，圭亚那现行公共采购透明度相关规定为何未能对腐败现象起到抑制作用？其三，可采取哪些措施以强化圭亚那公共采购的透明度？本研究采用社会法学研究路径，结合教义学分析与对两名圭亚那公职人员开展的半结构化访谈。本项目于2023年11月启动，仅由首席研究员蒂芙尼·亚当斯（Tiffany Adams）独立完成。本研究生成的数据集为针对圭亚那公职人员开展的线上访谈录音经编辑后的匿名转录文本。
