Map Viewing Service (WMS) of the dataset: Natura 2000 Special Conservation Areas (SCZs)

The Natura 2000 network comprises 2 types of regulatory areas: special Protection Areas (SPAs) and Special Conservation Areas (SACs). The Special Areas of Conservation (SAC) aim at the conservation of the habitat types and animal and plant species listed in Annexes I and II to the European Habitats Directive of 21/05/1992. In order to designate the SACs, each Member State shall submit its proposals to the European Commission in the form of a pSIC (proposal for a Community Interest Site). After approval by the Commission, the PSIC is listed as a Site of Community Interest (SIC) for the European Union and is integrated into the Natura 2000 network. A ministerial order then designates the site as a SAC.

自然2000（Natura 2000）网络包含两类法定保护区域：特殊保护地（Special Protection Areas，简称SPAs）与特殊保育区（Special Conservation Areas，简称SACs）。特殊保育区（Special Areas of Conservation，简称SAC）的设立宗旨为保护1992年5月21日《欧洲生境指令》附件一与附件二中所列的生境类型及动植物物种。为推进特殊保育区的划定工作，各成员国需以“共同体利益地提案”（proposal for a Community Interest Site，简称pSIC）的形式向欧盟委员会提交划定提案。经欧盟委员会批准后，该提案对应的区域将被纳入欧盟共同体利益地（Site of Community Interest，简称SIC）名录，并整合进入自然2000网络。随后由主管部门发布部长令，将该区域正式划定为特殊保育区。
