本项目建设,是响应中央建设生态文明示范区和加快高质量发展的号召,符合工业和信息化部、应急管理部、中国石油和化学工业联合会制定的方针政策和标准规范,对推动园区“生产智能化、管理智慧化、能源节约化”总体目标的实现,促进区域经济安全、绿色、创新、可持续发展具有重要意义。本项目建设目标如下:(1)夯实园区数字基础设施,构筑集约共享新基座通过构建新一代信息基础设施,为园区内的组织和个人提供安全、高速、便捷的网络环境,实现园区内的部件、人员随时随地接入网络,奠定了泛在感知的网络基础。新一代的信息基础设主要包括两个层面,全面覆盖的感知层和泛在的传输网络层。通过信号、ID和位置感知物联网络的全面建设,实现对园区主要的公共场所、园区边界、生产车间和移动车辆等实现感知网络的全面覆盖,使得园区各元素的各类信息均可接入到传输网络层。泛在的传输网络层建设以泛在接入、高速传输、安全融合为目的,部署高速宽带覆盖,构建大宽带、全业务融合的有线无线高速的全覆盖网络,实现多种方式随时随地接入。建强园区数字使能平台,包括数字孪生基础平台、数智共性支撑平台、数字应用开放生态,打造园区数字化系统基础,助力园区现代化管理能力提升。建立园区数据资源体系,构建XX化工园区大数据池,实现数据资源汇聚共享,数据资源治理提质、数据资源应用增效。(2)建设园区产业智慧大脑,构建产业智治新模式建设智慧XX运行管理架构,全面提升产业经济运行态势感知能力、产业经济运行风险检测预警能力、平战结合资源统筹调度能力、事件处置线上线下协同能力,实现“一云汇数据,一屏观全景,一网管全域,一体防风险”的管理新模式。(3)深挖重点应用领域智慧场景,塑造智慧产业新模式智慧应用体系是园区建设重要的部分,也是可以直接提升园区管理服务能力、改善生产生活环境的重要构成,智慧应用体系分析、整合园区运行核心系统的各项关键信息,使园区运行更加智慧顺畅,实现园区运营管理从“平面管理”向“立体管理”的转变,提高园区运营管理的精细化、智能化水平。在XX化工园区安全风险智能化管控平台建设基础上,进一步深挖重点应用领域智慧场景,例如经济管理、市场监管、产城融合、产业服务等场景,全面覆盖城市管理,助力产城融合。项目建设内容本项目围绕XX化工园区关于安全风险监控需求,建设园区安全风险智能化管控平台,主要建设内容如下:1、开发、部署XX化工园区安全、应急、封闭与一体的管控平台,实现对安全、应急、封闭工作的日常管理。对园区内企业生产过程中的安全风险实施在线监控,做好园区应急管理;对出入园区的人员和车辆进行有效地监管;平台具体功能参见软件部分介绍;2、通过在园区进入园区道路处设立卡口,利用手机GPS定位等手段,构建对园区的封闭化管理;对进出园区的车辆和人员轨迹、位置分布进行实时监管。3、建设高空瞭望点,并接入园区安全风险智能化管控平台,实现对园区内企业的高空瞭望视频监控;4、接入企业在园区内的道路和路口的全部视频监控;5、集成企业危险场所视频监控:接入园区企业的危险场所视频监控;6、重大危险源监测监控:接入园区内重大危险源企业监测监控数据,重大危险源的DCS报警数据;7、有毒有害气体及可燃气体监测监控:接入园区内企业的可燃有毒气体探测器数据;8、建设智慧应急管理系统,全面结合物联网全面感知、风险隐患空间分析、辅助决策分析建模、企地资源整合利用等信息化手段,实现智能感知、快速分析、辅助决策、协同指挥的应急指挥新模式。

This project is constructed in response to the call of the central government for building ecological civilization demonstration zones and accelerating high-quality development, and complies with the policies, guidelines and standard specifications formulated by the Ministry of Industry and Information Technology, the Ministry of Emergency Management, and the China Petroleum and Chemical Industry Federation. It is of great significance for promoting the realization of the overall goal of "intelligent production, smart management, and energy conservation" in the park, and facilitating the safe, green, innovative and sustainable development of the regional economy. The construction goals of this project are as follows: 1. Consolidate the park's digital infrastructure and build a new intensive and shared foundation By constructing a new generation of information infrastructure, a secure, high-speed and convenient network environment will be provided for organizations and individuals within the park, enabling anytime and anywhere access to the network for components and personnel in the park, and laying the network foundation for ubiquitous perception. The new-generation information infrastructure mainly includes two levels: the fully covered perception layer and the ubiquitous transmission network layer. Through the comprehensive construction of signal, ID and location-aware IoT networks, comprehensive coverage of the perception network will be achieved for major public places, park boundaries, production workshops and mobile vehicles in the park, so that all types of information of various elements in the park can be connected to the transmission network layer. The construction of the ubiquitous transmission network layer aims at ubiquitous access, high-speed transmission and secure integration, deploying high-speed broadband coverage, building a high-bandwidth, fully-service-integrated wired and wireless high-speed full-coverage network, and enabling access in multiple ways anytime and anywhere. Strengthen the park's digital enabling platform, including the digital twin basic platform, the digital intelligence common support platform, and the digital application open ecosystem, to lay the foundation for the park's digital systems and enhance the park's modern management capabilities. Establish the park's data resource system, build the XX Chemical Park big data pool, realize the aggregation and sharing of data resources, improve data resource governance, and increase the efficiency of data resource application. 2. Build the park's industrial smart brain and create a new model of intelligent industrial governance Construct the smart XX operation and management architecture, comprehensively improve the capabilities of industrial economic operation situation awareness, industrial economic operation risk detection and early warning, resource coordination and scheduling for both peacetime and wartime, and online-offline collaborative event disposal, so as to realize the new management model of "aggregating data on one cloud, viewing the whole panorama on one screen, managing the whole area on one network, and preventing risks in one system". 3. Explore smart scenarios in key application areas and shape a new model of smart industry The smart application system is an important part of the park's construction, and it is also an important component that can directly improve the park's management and service capabilities and improve the production and living environment. The smart application system analyzes and integrates various key information of the park's core operation systems, making the park's operation more intelligent and smooth, realizing the transformation of park operation management from "planar management" to "three-dimensional management", and improving the refinement and intelligence level of park operation management. On the basis of the construction of the XX Chemical Park safety risk intelligent control platform, further explore smart scenarios in key application areas such as economic management, market supervision, integration of industry and city, and industrial services, fully cover urban management, and facilitate the integration of industry and city. Project Construction Content This project focuses on the safety risk monitoring needs of XX Chemical Park, and constructs the park's safety risk intelligent control platform. The main construction contents are as follows: 1. Develop and deploy an integrated control platform for safety, emergency and closed management of XX Chemical Park, to realize daily management of safety, emergency and closed work. Implement online monitoring of safety risks in the production processes of enterprises within the park, strengthen park emergency management; effectively supervise personnel and vehicles entering and exiting the park; refer to the software section introduction for specific functions of the platform; 2. Establish closed management of the park by setting up checkpoints at the park's entry roads and using means such as mobile phone GPS positioning, and conduct real-time supervision of the trajectories, position distribution of vehicles and personnel entering and exiting the park; 3. Construct high-altitude lookout points and connect them to the park's safety risk intelligent control platform, to realize high-altitude lookout video monitoring of enterprises in the park; 4. Connect all video monitoring systems of roads and intersections within the park of enterprises; 5. Integrate enterprise hazardous area video monitoring: connect the video monitoring of hazardous areas of park enterprises; 6. Major hazard source monitoring and control: connect the monitoring and control data of major hazard source enterprises in the park, and the DCS alarm data of major hazard sources; 7. Toxic and harmful gas and combustible gas monitoring and control: connect the data of combustible and toxic gas detectors of enterprises in the park; 8. Construct a smart emergency management system, comprehensively combine informatization means such as IoT-based comprehensive perception, risk and hidden danger spatial analysis, auxiliary decision-making analysis modeling, and integration of enterprise-local resources, to realize a new emergency command model of intelligent perception, rapid analysis, auxiliary decision-making and collaborative command.
