This dataset accompanies the article “Bridging the Digital Divide: Identifying Pathways and Policies for Digital Inclusion Through Cluster-Based Analysis.”It contains harmonized indicators for 165 countries between 2010 and 2023 across four dimensions of digital readiness: Digital human capital Business digital transformation Institutional and regulatory maturity Participation in global digital value chains Sources:All data were compiled from publicly available international sources, including: UNCTAD Frontier Technology Readiness Index World Bank ICT indicators ITU ICT Regulatory Tracker UN Comtrade international trade data Format:CSV file with country-year observations.本数据集配套于论文《跨越数字鸿沟：基于集群分析识别数字包容的实现路径与政策》"Bridging the Digital Divide: Identifying Pathways and Policies for Digital Inclusion Through Cluster-Based Analysis"。数据集涵盖2010年至2023年间165个国家的标准化数字就绪度指标，涉及四大维度： 1. 数字人力资本（Digital human capital） 2. 企业数字化转型（Business digital transformation） 3. 制度与监管成熟度（Institutional and regulatory maturity） 4. 全球数字价值链参与度（Participation in global digital value chains） 数据均源自公开可获取的国际权威来源，包括： 联合国贸易和发展会议（UNCTAD）前沿技术就绪指数、世界银行（World Bank）信息与通信技术（ICT）指标、国际电信联盟（ITU）ICT监管追踪报告、联合国商品贸易统计数据库（UN Comtrade）国际贸易数据。 本数据集采用CSV格式存储，每条记录对应一组国家-年份的观测样本。
