Country level WTP, NUTS2 level WTP

WTP for adaptation captures the benefits that adaptation policies could yield. Economists recommend that, when examining climate change adaptation options, some consideration is given to the benefits of these options, compared to their costs. To facilitate that exercise, we implement a benefit transfer exercise of our WTP estimates described in D6.1 to all EU countries and all NUTS2 regions of the EU, Norway, and the UK, and we compare them with the avoided damages from adaptation computed within the COACCH project at the same spatial resolution. The high value placed on benefits from adaptation both by the benefit transfer exercise for WTP and by COACCH macroeconomic projections, suggests that adaptation measures will be welcome in most instances across Europe.适应相关支付意愿（Willingness To Pay, WTP）旨在量化适应政策可产生的各类收益。经济学家指出，在研判气候变化适应方案时，需将方案的收益与成本进行对比分析。为推动该项分析工作开展，我们将D6.1报告中提及的WTP估算结果，通过收益转移法应用至欧盟（European Union, EU）所有成员国以及欧盟、挪威与英国的全部NUTS2级区域，并将该结果与COACCH项目中相同空间分辨率下计算得到的适应行动避免损失值进行对比。无论是WTP收益转移法的测算结果，还是COACCH项目的宏观经济预测，均体现出对适应行动收益的高度认可，这表明适应举措在欧洲绝大多数地区均将受到广泛欢迎。
