The National Marine Fisheries Service (NMFS) has received the following Endangered Species Act (ESA) applications for summer steelhead hatchery programs in the Upper Columbia River (UCR), located in Washington State (Figure 1-1): Section 10(a)(1)(A) permit request for Wells Complex Summer Steelhead program (DPUD and WDFW 2011), and Section 4(d) limit 5 approval for Winthrop National Fish Hatchery (WNFH) Summer Steelhead program (USFWS 2012b).
