The lack of recognition of the Roma and Sinti communities in Italy remains a relevant issue. Despite of an evident complexity of unambiguous definition, to date no nationalities have been recognized at national level by the legislator, nor the specificities of the Romance language, let alone the cultural ones. Since the launch of the National Inclusion Strategy of Roma, Sinti and Caminanti, in 2012, however, the debate on the need for a legislative recognition by the State of the Roma and Sinte communities as a minority has intensified. It is the attempt to overcome the condition of a "de facto" identification matured over the years, in which a recognition, implicit, sectoral and variegated has been codified that reflects, in the modality of the interventions, the complexity of the institutional articulation of our system.
意大利境内罗姆(Roma)与辛提(Sinti)社群的身份认可缺失,仍是一项备受关注的重要议题。尽管对其进行明确定义存在显著复杂性,但截至目前,意大利立法机构尚未在国家层面认定任何相关民族,亦未认可其罗曼语的特殊性,更遑论其文化特质。不过,自2012年《罗姆、辛提与卡米南蒂(Caminanti)国家融入战略》出台以来,关于意大利应通过立法将罗姆与辛提社群认定为少数群体的讨论愈发激烈。这一立法尝试旨在扭转多年来形成的"de facto"身份认定格局:此前虽已通过隐性、分领域且多元化的规范形成了一定的身份认可,但相关帮扶举措的实施方式,恰恰折射出意大利公共治理体系内机构权责架构的复杂性。
