Accordingly, the Task Force was established in June 2014 and comprises of the Department of the Environment, Community and Local Government, the four Dublin local authorities (Dublin City, Fingal, South Dublin and Dún Laoghaire-Rathdown), NAMA and other agencies, with the Chief Executive of South Dublin County Council as chair.</p><p style='box-sizing:border-box; margin-top:0px; margin-bottom:10px; color:rgb(51, 51, 51); font-family:"Open Sans", "Helvetica Neue", Helvetica; font-size:15.4px;'>The focus of the Task Force is to address supply-related issues to the delivery of housing units in the Dublin region. 背景——《2020年建筑业发展战略》
2014年5月，爱尔兰政府发布《2020年建筑业：重塑建筑业发展战略》（Construction 2020）。该战略明确了政府政策导向，旨在提升建筑业创造并维系就业岗位的能力，推动行业发展至与现代经济需求相匹配的可持续规模。
《2020年建筑业发展战略》的第二项行动举措明确提出设立都柏林住房供应协调工作组。据此，该工作组于2014年6月正式成立，成员涵盖环境、社区与地方政府部、都柏林市、芬戈尔郡、南都柏林郡及敦莱里-拉斯当郡四个地方市政当局、爱尔兰国家资产管理局（NAMA）及其他相关机构，由南都柏林郡议会首席执行官担任工作组主席。
该工作组的核心目标是解决都柏林地区住宅单元交付过程中的供应相关问题。目前工作组正协同推进相关工作，甄别已取得规划许可且具备向市场交付住宅能力的房地产开发项目。
