Climate transfer of mitigation and adaptation from developed regions to developing and transition economies is becoming a priority. However, regional transfer levels and the balance between mitigation and adaptation remain unclear. We developed a multi-regional integrated modeling framework with endogenous climate transfer to (i) separately compare the climate-economic outcomes of mitigation and adaptation transfer, and (ii) design optimal interregional transfer schemes for integrated mitigation and adaptation under cooperation and non-cooperation. Mitigation transfer, hindered by climate system inertia, yields slow benefits, while adaptation transfer acts as "short-term painkillers" but exacerbates long-term global warming.

发达国家向发展中经济体与转型经济体开展的减缓与适应气候转移(climate transfer),正成为一项优先事项。然而,当前区域间气候转移的规模,以及减缓与适应行动间的平衡仍不明确。本研究搭建了包含内生气候转移的多区域综合建模框架,以实现两大研究目标:其一,分别对比减缓型气候转移与适应型气候转移的气候-经济成效;其二,设计合作与非合作情境下兼顾减缓与适应的最优跨区域转移方案。减缓型气候转移受气候系统惯性(climate system inertia)制约,收效迟缓;而适应型气候转移虽如“短期镇痛剂”般快速起效,却会加剧长期全球变暖。
