Administration and Public (Population)

The questionnaire contains four main focus areas:
1. Judgement on living conditions and characterization of people in the Ruhrgebiet.
2. Attitude of the population to public administration and its employees.
3. Attitude to intended administration reforms in North
Rhine-Westphalia.
4. Political attitudes.

Topics: 1. Satisfaction with living conditions in the Ruhrgebiet;
reasons for a potential change of residence; judgement on the economic
development of the Ruhrgebiet; characterization of the people in the
Ruhrgebiet, the Rhineland and Westphalia; assumed local ties and
feeling of soliarity of the residents of the Ruhrgebiet; local
residency.

2. Knowledge about regional authorities and their representatives;
personal experiences in dealing with authorities; evaluation of the way
of working of various authorities; image of employees in the civil
service and in the free market economy (semantic differentials);
typical characteristics of civil servants; assumed proportion of civil
servants in the working population; attitude to reduction in the number
of civil servants.

3. Opinions on the need for reform of public administration; expected
effects of an administration reform; knowledge and attitude to
individual reform recommendations; judgement on public opinion on
administration reform.

4. Political interest; party membership and party ties; party offices;
participation in rallies and meetings; influence of administration
reform on voting intent; satisfaction with the Federal Government;
attitude to the death penalty and democracy; perceived restriction of
freedom of movement through legal measures; religiousness.

Demography: age (classified); sex; marital status; religious
denomination; school education; occupation; household income; social
origins.
