本数据集源自2016年人口普查（Census）的工作人口概况（Working Population Profile, WPP），为以第二级统计区域（Statistical Area 2, SA2）为基础、按英语口语熟练度与抵澳年份划分的就业行业数据，统计范围为15岁及以上海外出生的就业人群，排除未申报出生国家的对象。本次普查的统计时段为2016年1月1日至2016年8月9日。

W08模块共分为W08a至W08e五个子部分，本数据集对应子部分涵盖两组统计内容：一是"使用其他语言且英语口语不佳或完全不会英语的制造业就业群体，2006-2010年抵澳"；二是"未申报语言情况的电力、燃气、水及废弃物处理服务业就业群体，2011-2015年抵澳"。

本数据集采用2016版SA2统计边界，更新周期为每5年一次。
